Universal search is found at the top of ServiceTrade online, to the right of the Help button.

This article goes in-depth into which things universal search looks into.

All matches are perfect (case insensitive) matches unless otherwise specified. "Wildcard" means each space in the search string is converted to a wildcard, then the search string is wrapped in wildcards, and then the search is executed. So a search for "ob smith" will be executed as `*ob*smith*` and will return "bob smith" and "Robert Smithwick", but will not return "smith knob" or "orb smith".
